Notice for Soliciting International Schemes of Concept Planning of High-Speed Rail Eco-City of Zhangjiagang City
　　中國城市規劃學會(委托方代理)受張家港市規劃局等(委托方)委托，對下述項目及相關服務進行公開征集，歡迎具備條件的境內外機構參加。
　　Commissioned by Zhangjiagang Planning Bureau (client), etc., Urban Planning Society of China (client agent) collects the following project and relevant services to the public, and welcome the qualified domestic or overseas organizations to participate.
　　一、項目名稱

　　II. Project Profile
　　張家港市位于長江下游南岸，江蘇省東南部;北濱長江，南近太湖，東距上海98公里，西距南京200公里，是沿海和長江兩大經濟開發帶交匯處的新興港口城市。未來將發展為國際先進的臨港制造業基地，全國性專業物流貿易中心和國家級保稅港區，沿江地區重要的交通樞紐和生產服務基地，長三角新興的文化生態旅游節點。
　　Zhangjiagang City is located at the south coast of the downstream of the Yangtze River and the southeast region of Jiangsu Province. As the rising port city at the confluence of coastal and Yangtze River economic development zones, Zhangjiagang is close to the Yangtze River in north as well as Taihu Lake in south, and 98 kilometers to Shanghai in east as well as 200 kilometers to Nanjing in west. In future, Zhangjiagang will be developed as the international advanced port base for manufacturing industry, the national professional logistics trade center, the state-level bonded port area, the important transportation hub and manufacturing service base along the Yangtze River and the rising culture ecotourism node of Yangtze River Delta.
　　滬通鐵路、沿江城際和蘇通嘉城際三條鐵路穿越城市，并在塘橋副城區交匯形成張家港樞紐站。鐵路、長江公鐵兩用大橋等大型交通基礎設施的建設使張家港由相對封閉的交通環境變成開放式的交通樞紐，為城市功能的綜合提升奠定了基礎。為更好圍繞該鐵路樞紐創造一個運行高效、綠色環保、文化濃郁、活力持久的新城，特面向國際征集《張家港市高鐵生態城概念規劃》方案。
　　Shanghai -Nantong railway, inter-city railway along the Yangtze River and Suzhou-Nantong-Jiaxing inter-city railway cross Zhangjiagang City and intersect and form Zhangjiagang Hub Station in Tangqiao vice city. The construction of railways, Yangtze River Bridge for road and railway and other large traffic infrastructures changes the closed traffic environment of Zhangjiagang into the open transportation hub, which supplies the foundation for comprehensively improving the city function. To better create the new city with high running efficiency, green and environment protection, rich culture and lasting activity by surrounding the railway hub, hereby we collect the schemes for the Concept Planning of High-Speed Rail Eco-City of Zhangjiagang City to the world.
　　1、獎金及補償費用：人民幣620萬元。其中：第一名獎金150萬元人民幣;第二名獎金100萬元人民幣;第三名獎金80萬元人民幣。排名第4—8位的應征單位各獲得補償費50萬元人民幣，排名第9—10位的應征單位各獲得補償費20萬元人民幣。
　　1. Prize money and compensation expense: 6.2-million RMB. Wherein, the first prize: 1.5-million RMB; the second prize: 1-million RMB; the third-prize: 0.8-million RMB .The organizations at the 4th to 8th position will get the compensation expense of 0.5-million RMB respectively, and the organizations at the 9th to 10th position will get the compensation expense of 0.2-million RMB respectively.
　　2、項目完成周期：70天。

　　三、規劃范圍
　　III. Range of Planning
　　東至雙豐路、南至華妙河、西至奚浦塘、北至新涇路，面積約397公頃。(具體范圍以本項目征集文件劃定范圍為準)。
　　Shuangfeng Road to east, Huamiao River to south, Xiputang to west and Xinjing Road to north. The area is about 397 hectares (The specific range subjects to the one ruled by the solicitation document of the project).
　　四、應征單位資格要求
　　IV. Qualification of the Applicant Organization
　　1、在中華人民共和國境內或境外注冊，能夠獨立承擔民事責任，有本項目服務能力的境內或境外機構，包括企業法人、其他組織。
　　1. The domestic and overseas organization which is registered in the People’s Republic of China or the other countries and capable of independently undertaking the civil liability and serving the project, including enterprise legal person and other organizations;
　　2、境內機構要求具有住房和城鄉建設部頒發的城鄉規劃編制甲級資質，或建筑設計甲級資質。
　　2. The domestic organization is required to have urban and rural planning qualification class A or qualification class A of architecture design issued by Ministry of Housing and Urban-Rural Development of the People’s Republic of China.
　　3、境外(規劃、設計、咨詢)機構要求在華從事城市規劃服務業務3年以上。
　　3. The overseas (planning, design and consultation) organizations should have the urban planning service business in China for more than 3 years;
　　4、以聯合體形式報名，雙方需分工明確，并以一家境內設計機構為主設單位。
　　4. Parties to an association must have clear division of labor before signing up and take a domestic design organization as the main design unit;
　　5、具備類似項目的設計經歷和一定業績。
　　5. Have the design experience and achievements of the similar project;
　　6、遵守國家有關法規。
　　6. Obey relevant state laws and regulations;
　　7、通過資格審查并從委托方代理正式獲得了本項目的征集文件。
　　7. Pass the qualification check and formally get the solicitation document of the project from the client agent.
　　五、限定應征單位的數量
　　V. Limit of Number of Applicant Organizations
　　1、通過資格預審，最終從合格的應征單位中按照擇優的原則，選定排名靠前的10家應征單位參加方案征集。
　　1. After the prequalification, we will select the top 10 applicant organization for the scheme solicitation according to the principle of selecting the best ones in the qualified applicant organizations;
　　2、母、子公司不能同時報名，同屬一個母公司的各子公司(含子公司的子公司)參與方案征集的，入圍家數不得超過應征單位總數的1/6。
　　2. The parent and branch companies should not sign up at the same time, and when branch companies (including the branch companies of the branch companies) belonging to the same parent company sign up for the scheme solicitation, the number of the short-listed branch companies should not be higher than 1/6 of the total number of the applicant organizations.
　　六、報名
　　VI. Sign Up
　　1、應征單位下載報名表格(附件1)并填寫，發送到zxb@planning.org.cn，委托方代理收到報名表后，以郵件方式回復“資格預審文件”電子版。
　　1. The applicant organizations download and fill the sign up form (attachment 1) and send it back to zxb@planning.org.cn, and after receiving the sign up form, the client agent replies the Prequalification Document of electronic version in e-mail.
　　2、由報名應征單位填寫“資格預審文件”電子版并于規定時間內至指定地點遞交。
　　2. The sign-up applicant organization should fill the Prequalification Document of electronic version and submit it at the designated site in the specified time;
　　3、遞交“資格預審文件”并獲取相應證明視為有效報名。
　　3. Only by submitting the Prequalification Document and getting the confirmation of acceptance, can the signing up be regarded as effective;
　　4、報名、遞交“資格預審文件”地址：北京市海淀區三里河路9號住建部北配樓一層。

　　七、方案評審辦法：由5名及以上全國知名專家組成評審委員會，對符合征集文件要求并按時遞交的方案，采取投票方式評選出名次。詳見征集文件。
　　VII. Schemes assessment method: the assessment committee composed of five or more national well-known specialists appraise and rank the schemes by voting which are submitted on time in accordance with the solicitation document. See details in solicitation document.
　　八、本公告中如有中、英文不一致之處，以中文為準。
　　VIII. In case of discrepancy between Chinese and English in the notice, the Chinese text should prevail.
